StatPlanet Plus has support for loading in data directly through the web-page (e.g. via PHP, and could be live from a database). For details please see: http://www.statsilk.com/files/resources/User_Guide_StatPlanet.htm#_Toc34...
The page would need to be refreshed though to get the latest data, i.e. there is no option to check for updated data periodically.

1. You should be able to load any ESRI shapefile map produced using ARCGIS in StatPlanet Plus. However, you cannot select a specific division in the map file. You would need to prepare the map as you want it with ARCGIS or other software before importing it into StatPlanet.
2. I am not sure I follow what you mean. You need to change the names of your shapefiles to 'map.dbf' and 'map.shp'. Then run 'setup shapefile' and it should automatically setup your map. This is only for the map - for the actual data you would need to run the 'import data' macro.
